The Department of Justice in the Australian state of Victoria in 2010-2011 requested an updated psychiatric report be prepared on convict Julian Knight by then Forensic Psychiatrist, Professor Paul E. Mullen.
Julian Knight had been incarcerated since 1987 for his shooting spree killings in Hoddle Street of that year, so by 2011, he had served 24 years and was scheduled for parole eligibility in 2014 by the sentencing Justice in 1988. Mr Knight had immediately pleaded guilty upon his arrest and hearing and so there had been no need for a trial.
In 1997, Professor Paul E. Mullen had previously interviewed then accused murderer Julian Knight at the request of the Adult Parole Board (of Victoria) and submitted his then Psychiatric Report on convict Julian Knight on 25th September 1997.
This 2011 psychiatric report update on Julian Knight was requested by then Assistant Commissioner of the Department of Justice, Brendan Money, presumably again through the wishes of the Adult Parole Board. It is a result of two extended interviews by Forensic Psychiatrist, Professor Paul E. Mullen of Julian Knight at Port Phillip Prison (Melbourne) on 8th August 2011 and 1st March 2012. [So the date of the report being 16th March (sic) 2011, is factually doubtful…perhaps the date more likely 16th March 2012, thus post the interview dates?]

It is unclear whether the Victorian Government’s Adult Parole Board acted in any way after receiving the 2011 report, nor even read the report, but in politically corrupted bias just ignored it and filed it. Rather the Adult Parole Board was simply following legislative protocol to have such a report prepared fourteen years later in 2011.

That report is no longer “IN CONFIDENCE“, surely as the Adult Parole Board and their political masters nor the ADF would wish. Anyone is welcome to republish this.
Then after that report by Forensic Psychiatrist, Professor Paul E. Mullen was submitted to the Adult Parole Board’s boss Assistant Commissioner of the Department of Justice, Brendan Money, well Money-bags gets a second opinion on Julian Knight (at Victorian taxpayer expense of course)…

The Victorian Government holds a disturbing legacy of arranging psychiatric examinations of its hated convicts from colonial times. Politically inspired vengeance extends back to convict Ned Kelly after he was convicted and hung in 1880 at Old Melbourne Gaol.
Kelly’s head was then severed and plaster cast by the authorities using body-snatching type medicos. That head then disappeared for “forensic examination”. When Kelly’s body was buried in the Old Melbourne Gaol cemetery, rumours emerged of Kelly’s skull being separated and used as a paperweight or trophy by staff, for a time displayed at the gaol museum, and eventually stolen in 1978. His body also went missing.
After being dug up in 1929 and transferred to a graveyard at Pentridge Prison, his body’s exact location became unknown until 2002, when the bones of prisoners were uncovered at the Pentridge site during redevelopment. This triggered a larger excavation that, in 2009, uncovered many more coffins. One of them was likely to be Ned Kelly’s body, less his head.

Truth is indeed stranger than fiction. Yet those unethical desperadoes of ‘disjournalistic‘ dark grey media salivate on fiction-telling truths. It’s just in order to sell more newspapers and so pay off their mortgages. We scrutinise these sad bastards of innuendo, lies, damn lies and creative fiction. They self-promote themselves from a para-journalistic qualification as they get older and less marketable to being ‘Columnists’. One Charles Miranda comes to mind.
In truth, Irish migrant Ned Kelly with his mother’s family had been systemically targeted for persecution by the English police of the Victorian Government pretty much from Day 1 at Kilmore, Victoria (just north of Melbourne).
On 15 April 1878, Constable Alexander Fitzpatrick was sent to relieve the officer in charge at Greta and, on his way, he “decided” to “attend” the Kelly homestead en route from Benalla to Greta. This is despite there being an official instruction that no police officer should attend the Kelly home on their own. Fitzpatrick was aware that a warrant for horse stealing had been issued against Dan Kelly, even though it had been proved Dan was employed by the owner to transfer the horse from one place to another. Fitzpatrick went to the Kelly home, and he stopped there with the intention of executing the warrant. On the way he stopped at the Winton Hotel and had been drinking. This was later confirmed by the hotel owner. Fitzpatrick did not have any warrant in his possession, but it was allegedly not necessary to produce the warrant at the time.
Fitzpatrick located Dan Kelly with the intention of arrest with no warrant, and Fitzpatrick required Mrs. Kelly to provide a meal before taking Dan to Greta. Fitzpatrick demanded that Kate Kelly, Ned’s sister, who was 14 at the time, should serve him the meal, and sexually assaulted (raped) her. Dan had wrestled with him to defend his sister, and the drunken Fitzpatrick’s own gun in the commotion went off injuring Fitzpatrick in the wrist. Ned Kelly was later proven to be many miles distant at the time, but this was no hindrance to Fitzpatrick creating a good cover story for his drunken infringements and assault.
Compare, almost immediately after being kicked out of Duntroon and the Army for life, Julian Knight, suffering a severe PTSD psychotic episode from six months of persecutory Duntroon Bastardisation, and fuelled by alcohol, and his girlfriend and friends abandonment of him, and having ready access to a bag full of long-arms and ammunition he targeted to take his delusional fear on completely the wrong innocent victims along Hoddle Street.
The 1987 senior cadets of Kokoda Company at RMC Duntroon should reflect on the very realisation in hindsight that had they not vandalised Julian Knight’s Torana SLR5000 at the back of the barracks following Julian Knight’s defensive and pre-emptive knifing of his lead tormentor senior cadet CO Philip Reed, Julian Knight would have add-free access to return to RMC and slaughter those Duntroon bastardisers in their Kokoda quarters in droves – Fort Hood (2009) style.
Melburnians would have been none the wiser.
PTSD had only been recognised since 1980, just seven years prior. Before that it had been mistakenly termed in the Army as ‘shell shock’.

Subsequent records reveal that Mr Brendan Money (Assistant Commissioner of the Department of Justice) on 31st May 2021 but since re-branded ‘Corrections Victoria’ by then, received a subsequent ‘Psychological Assessment’ report of Julian Knight (requested in writing by Mr Money dated 15th February 2012).
